So as far as passenger ship designs go, at the beginning of a game when I only have my homeworld, I start out with the smallest passanger ships with 1 transport module because they'll only ferry tourists at that point. And the larger your ships, the more population they'll transport from other empires too, draining their tax base while enlarging yours! This can be a very effective way of weakening your rivals without open hostilities. It works great to fill up your newly established colonies with inhabitants a lot quicker, but it can also leave your highly taxed worlds with a low population if everyone migrates away.ДЄnother very important upside to migration though is that it also happens between empires so you can siphon population from your neighbours by tempting them over to your low tax colonies. If they can carry a lot of people, migration will be very effective which has benefits and downsides. Now how big an impact migration will have on your colonies will depend purely on how big your passanger ships are. I only know that people tend to migrate from my highly taxed (but still smiley faced) colonies to those where I leave taxes at 0% to foster population growth. I believe this is chiefly determined by the level of taxation and colony development, but it could also be a factor of colony happiness, I'm not sure. Migration happens from 'unattractive' colonies to 'attractive' ones.

Migrants however will often fill the ship to the brim with as many people as there's room for so that's why you might want to add more compartments to the ships. Since tourists only travel in groups of 20k at a time, you only need 1 comparment for that. I'm not sure if it's a bug but I also noticed that one of my late-game resort bases had 14,000k tourists in it despite having only 3 massive passanger compartments with a total capacity of 'only' 10,800k, so at the moment, you shouldn't worry too much about resort base capacity.ДЇor the record, this 14,000k base was a lone outlier, most of my long-standing late-game resort bases averaged around 4000-6000k tourists.ДЄs for passanger ships, they have 2 purposes: To transport tourists and to transport migrants from one colony to another.

Resort bases don't need a whole lot because tourists only ever travel in 'groups' of 20k and you can fit 1200k people into even the smallest module so I tend to put only 3-5 on my resort bases.
